I've just read on someone else's journal that this episode was an improvement on the previous two, possibly due to the involvement of one Paul Cornell. Assuming that he wrote it (this is what he tends to do), that could explain the dire lines you quoted.
One of the lines that I remember from his first Doctor Who novel: "The map is just an icon, a representative image. But from little icons..."
