Season three is the calm before the storm of season 4. It's the middle of a novel. It's the set up for the climax and wrap-up, which rumor has as, at this point, season 4. So yes, in a way, it deal feel flat, but I think it was kind of meant to, in a story-telling sense. (Although in a ratings sense, not so smart. :P)
Season 1 was pure energy. It set up everything that was to follow.
Season 2 began as pure energy, because it had the momentum that was built up with season 1, but then it began to lose steam in the second half.
Season 3 had the mid-story pick up of the New Caprica arc, but then fell into a holding pattern, waiting for the last handful of episodes to set up season 4.
So I think (hope, PRAY) that season 4 will be a return to (20 episodes plus 2 of) pure energy and the show will go out on a high, leaving us wanting more.
